Fiscal Analysis Services provides the General Assembly with "second-opinion" reviews of legislative fiscal impact statements, annual reviews of State spending, oversight of expenditure forecasting, and special reports related to the State budget.

About Fiscal Analysis Services

The fiscal analysis section was established in 1999 to assist with legislative fiscal impact analysis and to conduct oversight of the executive branch expenditure forecasting process. The section consists of a section manager and a fiscal analyst. Additional JLARC staff may provide support as needed.

During the General Assembly Session, the section focuses on reviewing executive branch fiscal impact statements that are referred to JLARC by committee chairmen and co-chairmen. The results of the staff reviews are published in fiscal impact review reports. In addition to reviewing fiscal impact statements, the section is available to respond to ad hoc requests by General Assembly members and other legislative staff, as determined by the JLARC Chairman or Director.

The section has also been assigned responsibility for conducting the annual review of State budget growth, required by §30-58.3 of the Code of Virginia and the recent study of the potential for improving budget review in Virginia. Staff may also provide support to other JLARC projects and reviews.
